Greg Brown testified CCS's behavior was alarming, then cited its compliance with state law as evidence.

Greg Brown has repeatedly begged to be the CCS board’s legislative liaison because he cares so much about the law and understands it so well. He also apparently didn’t realize that a CCS policy was adopted to comply with the law and literally quoted a section of the Indiana Code to an audience of legislators as ‘proof’ of what CCS was up to.

If not Carmel Excellence, then who?
